As with sighting that are just into water or just out of water, sometimes... they are just in the rain.

Additional information from the state Director.-CF-

       I received the enclosed completed FORM 1 from Ray Fowler concerning a case that occurred in the rain, which he says is somewhat unusual. Although the case is from Maine the witness lives in Hamilton, Ma which is close to Ray's home in Wenham, Ma. Ray checked with the police department in Mars Hill, Me. and also with Loring Air Force Base and they both indicated NO reports for the evening of 14 May 1980.
